The growth of Grand Prairie over the last few years has created increased complexity in the need for legal services. Our attorneys are highly skilled legal professionals and subject matter experts in municipal law. Under the direction of the City Attorney, this position will assist in providing a variety of legal services for the City of Grand Prairie, its departments and employees, focusing on government contracts and procurement. The General Counsel Division of the City Attorney's Office is responsible for advising City departments on compliance and enforcement matters, civil liability, drafting and reviewing City contracts, leases, ordinances, resolutions, requests for records, advising City Boards and Commissions, and representing the City before administrative bodies. All roles will also be required to assist in all other aspects of municipal law and other duties as assigned.

The ideal candidate for this position will have experience in municipal law, drafting, reviewing, and negotiating government contracts, professional services agreements, construction contracts, solicitations and requests for proposals, contracts compliance, or a similar procurement-related field. Essential Job Functions
  • Drafts, reviews, negotiates City contracts, construction contracts, grants, procurement policies and regulations, ordinances, resolutions, leases, deeds, and easements, Requests for Proposals (RFPs), invitations to bid, and other procurement solicitation documents.
  • Researches, analyzes, and prepares legal memoranda, opinions and training bulletins on local, state and federal procurement laws, contracts, grants, procurement policies and procedures, relevant case law, and legislative updates as necessitated by changes in the law or as requested by the City Attorney, Deputy City Attorney or City Department Directors.
  • Advises the City's Procurement Division and City Departments on compliance with federal, state and municipal procurement laws and regulations, assists with review of and ensures that the City's procurement processes and solicitations are in compliance with applicable laws and regulations.
  • Supports the Procurement Division with bid protests, contract claims, and requests for modification to standard city form contracts and purchase orders.
  • Represents the City in administrative hearings and on appeal of cases as assigned.
  • Advises designated City Boards and Commissions on relevant law, Texas Open Meetings Act, and parliamentary procedure.
  • Performs other duties as assigned by a supervisor/manager within department/division.
  • Regular and dependable attendance is required.
Minimum Qualifications

  • Required Education: Juris Doctorate from an accredited law school
  • Licensed by the State Bar of Texas
  • Valid Class C driver's license

Minimum 1-3 years legal experience, with prior legal experience in municipal law, government contracts, compliance or similar procurement related field preferred
